Why people run their motorcycles before leaving?

Does anyone know why people that use motorcycles start them up, then they sit there with the motor running and rev it up now and then, but it seems they always start it up and just let it run for awhile before they go. ??
My neighbor does this and it is very annoying! I wondered if there was some mechanical reason for it?
